xp profesional dont read the hosts file

I hope some one can help, it is very important and very confusing.
On several xp profesional machines we have no problems getting windows tcp/ip to read the hosts file, but on this new machine, xp wont read the host file, i have tried to edite the register, for the priority, and the search pathe for xp, but nothing helps and it seems that every thing is exactly the same on this machine, but it wont read the hosts file. What could be wrong?

Do you have an anti-spyware/malware application installed that locks the host file?

Hi, no, it is a clean install of xp, the only installed is office and navision (it was Whit navision vi recognized that xp dosnt read the host file), and the windows firewall is turned off.
