Windows Start Up Screen

My windows start up screen, the one that looks like this:

(Minus Server edition)

Slowly fades in, frame by frame.

What would be the cause for this? How can I make it more fluid?

Is it doing it just on that screen or from that screen on?

A faulty video card or a loose cable.

It is happening just on that screen.

What can I do to fix a loose cable? The video card is very new.

You can make sure that they are properly secured.
