Installing Switches

OK, I'm taking a hands-on class at a Community College. The class project is to design and install a new computer network for a religious charity organization. They are very disorganized and we've only met once, but I wanted to start plugging for tips and advice on what kind of switch others would recommend. They will have fiber running into the building into a switch. From that switch they want to run cat 5 through the building to 20-40 different terminals. ................ Now, my question is what kind of switches are available and where? They said the budget for the switch is about $400. I'm thinking this sounds awefully low, but I'm no expert especially when it comes to fiber. Any advice? Thanks!!
