My Laptops Works Everywhere, Except At Home

I have had a DELL Laptop for 4 years now. I moved into a new apartment complex and when I turn on the computer (with or without the power cord), it attempts to boot up, but just as the desktop begins to load (and sometimes before), the computer goes to a DOS type screen that is full of missing driver text.

Everywhere else I use my laptop it works fine. Could there be some type of interference from another apartment?

Well how far away do you have to get til it works? What if you walk from there to home...does your laptop suddenly zorch out at some point. Very weird. Do you have high tension lines over your house or something?
