Winxp_sp2_per(d:) Cd

I have asked everyone i know if they have a Windows XP home edition CD and not one of them has one or knows anyone who does . My computer is

Microsoft Windows XP
Home Edition
Version 2002

Manufactered by
Dell Dimension DIM3000
Intel ®
Pentium® 4 CPU 2.80GHz
2.79 GHz, 512MB RAM

I made a CD that is called Win XP_SP2_Per (D:)

under Properties tab it lists

ST34001 4A Disk drives Floppy disk drive
HL-DT-ST CDRW GCE-8483B
HL-DT-ST DVD-ROM GDR 8163B

IS THIS THE SAME AS HAVING A WINDOWS XP CD TO REINSTALL WINDOWS XP?
and if so what steps do i take to wipe the hard drive and reinstall Windows XP home edition
I need instructions that "a complete idiot" can understand
