Installed Sp3 Now I Am Getting A Cmd Window

I installed SP3 and after reboot

Three things are happening.

1. a blank command window opens ...
see pic below...

2. Spybot is aking if I want to allow/deny startup entry
TSClientMSIUninstaller
cmd.exe/C "cscript%systemroot%\installer\TSClientMsiTrans\tscuinst.vbs

3. My CA firewall says windows explorer is trying to act as a server at port 1900 -allow/deny

After two days the command window has stopped surfacing.
