Norton Personal Firewal Warning?

I'm getting a ballon popup on my systray telling me that Norton Personal Firewall is turned off. I have never had Norton Personal Firewall installed. Why would I get this warning and what should I do about it? I have not clicked on it to fix the problem.

ARe you the only user on this PC? Were you always the owner? Also is it an XP system or another?

There are multiple users and it is an XP system.

Is it listed in Add/Remove Programs? It's possible it came pre-installed when you bought the computer

Nothing in Add/Remove Programs list.

I built this system from spare parts. No preinstalled software at all.
