Explorer Hanging

I don't know too much about this one, my scans have come up clean. Occasionally when browsing folders, explorer will just hang for 30 seconds or so and it's driving me nuts. I think it could have something to do with a .ico plugin for photoshop I downloaded, timing wise. I did a system restore to before that though, and it still does it. Where do I even begin?
