Keyboard Problems, @ Where " Should Be And Vice Versa

These characters have swapped places on the keyboard after a format, can i swap them back ?

Go to the Control Panel>Regional Settings and click on the Language tab, then the Details button. Select English, United States from the drop down menu. Then click Apply, then OK
Yours got changed to English UK
