1. In a 32-bit OS, the most ram that can be detected is 3.25gb-3.5gb. You probably wouldn't notice much of a difference having the full 4gb anyway, and I still think it's a good upgrade. Any ram should work as long as it's the right type (DDR or DDR2), and right speed (533mhz, 667mhz, 800mhz, etc.). I really like the website newegg.com for all my computer needs.
2. It is very difficult to upgrade the graphics in a laptop. Some laptops, it's practically impossible. I have seen some Dell laptops that have upgradeable graphics, but they are pretty expensive, and I don't know how difficult to replace. Unless you can find some other retailer that sells Dell graphics card, I don't think you'll be able to replace it.
