This is what I get when I downloaded the TweakUI from the Microsoft website, this is the link I am using to download it.

What could be wrong? I thought it was that I was using XP Home, but now I have even upgraded to Pro. I use to be able to use it, but then I reformatted and nothing!

Did you try downloading it a second time just to see if you had a bad transmission?

Were you using Internet Explorer to make this download?

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.

That's the installer for the XP64 TweakUI. For 32-bit XP follow the plain Tweak UI link not Tweak UI for Itanium-based systems.
