Win 2003 Terminal Server Very, Very Weird

Hello, I am experiencing a serious issue with my windows terminal server 2003. All users are having the same problem. When a user logs on none of the desktop icons work. The start menu and anything on the task bar work fine. Also, if you click the show desktop icon in the quick launch, desktop icons will work. But it is a one shot deal. You have to click show desktop after opening, closing, or minimizing a window in order to keep using the desktop icons. if anyone can help it would be greatly appreciated!! thanks!
