Windows Error Recovery Page Loop

I have an issue with Windows Vista 32x on my Asus laptop. Whenever i turn on the pc, i am taken to a windows error recovery page and am given two options - both of which take me back to this error recovery page.

Vista was pre installed on my pc, so i dont have a Vista DVD to boot from so i can use windows repair.

My other problem is that i am currently travelling in Europe, and i need to know if i can use a Vista DVD in say French, to perform Windows repair.

Any help would be much appreciated.

Have you tried going through safe mode?
