Administrative Rights Gone

Recently I plugged in a Pen drive in my PC and since then I have lost my Administrative Rights. The virus has done a lot of things to my PC. The folder options tab under Tools is gone....which means I cant view hidden files. Task Manager is also disabled and pressing Ctrl+Alt+Delt gives this "Task Manager has been disabled by your Administrator" message. Even cmd and regedit arent running. Im running Windows XP service pack 2. I have Kaspersky but even that isnt solving the problem.
Interestingly when I start in Safe Mode, I find that there is another user in my PC called "Administrator" that appears at startup. I assume that has been created by the virus because I never created another user and this account only appears when I reboot in Safe Mode. I went into that account and tried to delete it but was unsuccesful. I even tried transferring administrative rights to my account but the option of transferring rights is unavailable through the "Administrator" (virus account).
Control Panel is still present and when I look up the user accounts from it, it isnt showing the "administrator" (virus account).
Please Help!!
