Windows Xp Theme Help

I use Windows XP, and I am trying to create a custom theme in the Windows XP style. I used the advanced settings to customize various display settings, but the example window that showed the changes I applied was in the Windows Classic style. I clicked "ok" when I was done with the advanced settings, but the Windows XP colors didn't change, but the Windows Classic colors did. Am I doing something wrong?
