C:\windows\system32\config\system Missing Or Corrupt

Windows could not start because the following file is missing or corrupt:

You can attempt to repair this file by starting Windows Setup using the original Setup CD-Rom
Select 'R' at the first screen to start repair

I am using another Pc to post here
i am using a Fry's Pc and it did not come with a windows disc
they did give me a Emergency Recovery disc which when i use tells me

CDR101:Not ready reading drive I

I would appreciate it if someone could help
