Can't Access Internet Or Open Anti-virus Software

I seem to have a bug on my home computer (it's a PC with Windows XP 2002 Home Edition). Was browsing on the Internet earlier today and it just restarted itself. Now I can't get back online (I'm still able to connect using my laptop, though). And it prevents me from being able to open any anti-virus software or save any of my files (I was trying to save some of my pics on a disc, but the screen will just keep refreshing itself). I was actually able to run Norton once, though, but it found nothing. I also tried in safe mode, but no luck, as I still only get the following error: "The application failed to initialize properly (0xc0000005). Click on OK to terminate the application". Trying to do a system restore gives me the same error. Not sure what to do. Any advice would be greatly appreciated. Thanks!
