Unable To Install Program , Mirar Toolbar And Pop Ups

I have a second hand computer,
I have an internet conection with virgin media, I am unable to install the free PCguard, also IE 7 will not install and a new printer software I have will not install.
Also because there is no firewall on the computer there may be more than one bug floating around, currently the browser keeps being hijaked by a thing called MIRRAR, and suggests I should by its software.
It has also installed it self as a tool bar in the current Ie browser.
And finally the computer is just slow.
