Fan will not cut off when computer is shut down

What can I do about my computer fan? It will not quit running even though I have shut down the computer. I have to remove the power cord in order for it to quit. Need some advice. I forget sometimes and worry that it isn't good to be left running. Thanxs for any help you can give....

You are really shutting down the computer? Its not set to go into sleep mode or hibernate mode or some such thing?

Are we talking about windows XP?
