Can you get into Safe Mode?

If so try running chkdsk and your anti-virus scans in Safe Mode.

See if you can run the following tool in Safe Mode.

Dr.Web CureIt!
http://freedrweb.com/cureit/

It's a stand-alone scanner that does not need to be updated. You can download it on a working computer and then transfer it to the problem computer on a CD or pen drive.

Well...it seems to me that you may be infected...and probably ought to treat your situation that way.
