About Blank Pop Ups And Computer Freezing

Im running xp and as I'm browsing on IE and random popups are coming up with the header about blank. I have a few programs downloaded on here that I go into and as soon as I launch them, the computer will freeze. Ive deleted the prgrams and reinstalled them numerous times and still have the same issue. I can run them on my desktop just not on my laptop. Is the about blank and the issues I'm having related?? I remember I had the same issue about 6 yrs. back and Dell techs pinged into my computer and took about 4 days to fix it. I'm fairly computer illiterate and any help would be appreciated.

Hello are you using XP or somethig else?
What antivirus and spyware are installed?

Are you referring to removal tools,if which.
