Video/graphics Problem

Hello all,
Hopefully someone on here can give me a hand with this. I've got a Gateway 420gr desktop, that I have rebuilt because in blew up about a year ago. I put in a new motherboard and hard drive and every thing is working fine so far. Except this, every now and again I get a surge in my monitor that looks like...i guess you could say a short, but it doesn't last long at all. A second if that, but it does 2 or 3 times and it's done for a while. But it does do it over and over. I am wondeing what the cause of this is. I have checked my settings and everything seems ok. Could this be a driver problem? or is it the monitor? Could it be the video or graphics card?
Any and all help would be greatly appreciated.
