This seems (IMO) to be a bootlog for a Safe Mode boot - but there's no bootlog for a normal boot to compare it to. Also, there doesn't seem to be an obvious issues with it.
This line will start your bootlogs:
Service Pack 2 7 19 2008 18:14:12.500
"Service Pack 2" will be common to every log file, with the date ( 7 19 2008 ) and the time ( 18:14:12.500 ) changing with each boot.
So, note the time and then boot the system into Normal mode (even if it locks up). Wait at least 10 minutes until you shut it down.
Then boot into Safe Mode (noting the time again) and check the logfile. You'll be looking for the time entries that approximate what you noted when you booted into Normal mode. You'll also be able to identify the Safe Mode bootlog by it's time stamp.
Post that back and we'll see what we can find.BUT
, since chkdsk keeps running, that suggests that there's a problem that's recurring each time you start up the system. I'd have to recommend that you run a bootable diagnostic utility available from the manufacturer of your hard drive. As this is a Dell, there may be diagnostic utilities installed on your hard drive - press F12 as it boots to see if you can access that menu.
