Cpu @ 30 % Even When No Programmes/browsers Are Running

Good afternoon ...

I recently have this problem with my CPU. It's running at 30% or thereabouts even when im not running any applications or browsers. The problem gets even worse when I try to surf and it's slowing down my PC considerably. I have been checking my task manager now and then and I really cannot seem to pin-point what exactly is eating up my CPU. Everything is at 0% except for the Idle component (98%) which is supposed to be high. I've tried the following steps in my attempt to solve the problem ...

1. Ran MBAM and no virus or infections
2. Cleared all my caches, temp files and cookies
3. Defragmented my hard drives

Does anyone have a suggestion/s as to how I should solve this problem cos it's really getting frustrating?
Btw Im running Windows XP2.

Hi and thanks Garmanma.

I did a RAM cleaning after my 1st post and my CPU goes back to 1-4%. I ran Process Explorer which you have instructed and it says the same thing. So I guess the problem is solved for now. But I forgot to mention earlier in my post that when I download from Rapidshare, my computer comes to a halt and loading a page on any browser takes ages and even after the download is over, the CPU stays at 35-40%. For this reasson I am so afraid to download anything from rapidshare cos i know my computer will be sluggish after the downloads.

What do you think is the problem? Thank You. I really apppreciate it.

PS. I'd like to post a print-out of Process Explorer but there is no point cos my CPU now is at 2%. Just tell me if I should.
