I downloaded this old game called Civil War Generals 2 but when I try to run it it says this application failed to start because WING32.dll was not found. How can I fix this???

Are you sure you extracted the game out of the .zip/.rar file? Also can you show which site you got it from?

WING32.dll is an old Windows (95, maybe ME) video driver. It was a precursor to DirectX. You can probably find it at abandonware game sites - just download and copy to your windows\system32 directory (if the game needs it to to install itself) or put it directly in the game's install directory if it's looking for it when it starts up.

Edit: http://community.the-underdogs.info/pub/tools/other/ is a link to a reputable site that has a copy of wing32.dll and wing.dll
