Xampp, Vertrigoserv Or Iis?

I was just wondering which you think is best between XAMPP, VertrigoServ and IIS?
Please give a reason why you think your choice is the best.

What does 'best' mean? Best for what?

In 'Best' I mean low resource and easy to use for testing websites as I am currently designing a website with some PHP and it would be easier to test it on my machine that upload it to the web server each time.

I would say that XAMPP is best overall, but by far the easiest to use in my opinion would be http://www.en.wampserver.com/
