I am just looking through the website for this, and ran across some things that I have been looking for, for quite some time.

I want to give specific permissions to some of the users on my PC, but I have previously been informed that this cannot be achieved unless I set up groups, but I wasn't told how in XP SP2. Is it possible?

Would the downloads from this site help in any way?

What about the other downloads, are they good to have?

Yes can be the answer if you have XP Pro or XP Media Center and then turn off Simple File Sharing. I hope this is the correct answer for the question stated.
