Screen Turns Blue/error Message

I need serious help with this computer it always flickers blue while coming on. and also while you are on a program or on the Internet. My other issue is that I keep getting this file error saying softwrap error1, and also softwrap error 3 also with the softwrap 3 it says this. another instance of this title is already being run. Please choose to try it or purchase it before running another instance. I don't know what this mean. All of this mess is confusing me. Also saying error inconsistent file.
error number 0x08402403 Can someone out in cyberspace help me. I'm in need of help.

Are you using or do you have the program "Softwrap" listed in Add/Remove programs?
