Shimeng.dll Error

Hello again everyone, hope I post this in the right spot this time. I keep getting an error everytime I open an application up ( IE, quicktime, adobe, word), it always says the same thing, C:\windows\system32\shimEng.dll is either not designed to run on Windows or it contains an error. Try installing program again using the original installation media or contact your system administrator or the software vendor for support. At the top of the error message it says for example iexplore-Bad Image. Always exact says message only thing that changes is the top error message xxx.exe-Bad Image. I ran DSS and here is the log, any advice would be great thanks.
