Can Not Turn On My Firewall

I am going thourgh the steps in the preperation guid for HiJackthis and I can not turn on my firewall. The option is not available. I am using Windows XP with the latest service pack and I have Norton Antivirus on my machine. It is a work laptop and I checked others with the same setup and they can change the firewall setting so its not Norton.

Any ideas?

I ran Norton and it keeps picking up virus and it says that it is deleting them but they keep comming back. Is there anythign I can do to turn on my firewall?
