Continuous Packet Sending On Dial Up

I am setting up a brand new PC for dial up connection (yes sometimes we have to use that). On the first ever connect it showed that packets were being sent on a continuous basis even though nothing was open. I checked (and shutdown) various updates (like Adobe) that were running but even with the Ctr-Alt-Del Application window empty it was still just sending-sending-sending. Am I infected? (So soon)
The PC was preloaded with Nortons (but out of date by about 2 months). I used Windows NM31 and found it was sending to registered to R&D Technologies. There was also a single packet at the start to (which I think is in China)
Who is that and what is being send.
Can anyone help?
