cant open control panel

Computer seems to run OK -- maybe a bit slow -- but I can't open control panel unless in safe mode-- something's obviously not right. any suggestions?

Can you access your control panel tools through Run? The Control Panel is a part of Explorer (windows explorer), so it's not really it's own separate process (proof of this can be seen if you open Control panel, look in your Task Manager (Control alt Delete, then right click on the control panel and select "Go To Process" the process that starts is explorer.exe)

Anyhow, I would check with the Run Commands, the various control panel tools...I posted them in an earlier post tonight, here they are again, if you missed my post:
