Are boot-up passwords very efficent and effective? How secure are they? Are they penatrateable?

Efficient - No...one more step in the boot process
Effective - Yes...protects the BIOS
The bottom line - every password can be defeated given time and resources.
Resetting the board (removing the battery,moving the jumper) will clear
CMOS and the password.
Also most desktop systems have a backdoor feature which allows for
admin access (in case you forget the password).These passwords
are readily available on the net.
Laptops tend to be more secure in this area as there is no backdoor.
