In short the answer is "No" - although there may be solutions available in Group Policy that I'm not aware of. But you'll have to have XP Pro in order to access Group Policy.
I did find this, but am not sure if it'll help:
Go to Start...Run...and type in "control userpasswords2" (without the quotes) and press Enter
Click on the Advanced tab
Click on the Advanced User Management Advanced button
Click on Users in the left hand pane
Right click on the user account and select "Properties"
You'll find a box there that states "User cannot change password"
Try putting a check there and see what it does.
