I'm really just guessing here - but how about shrinking it to 172, rebooting, doing a defrag again, rebooting again, and trying to shrink it some more? Also, I'd suggest a larger partition for Vista - mine is currently occupying 55 gB of space - and that's with my documents and data stored on another drive.
Have you tried a 3rd party partitioning tool? There are several free, 3rd party partitioning tools listed here: http://www.bleepingcomputer.com/forums/topic3616.html
But, I have no experience with them, preferring to use Acronis Disk Director (about $50 US).
