Can't stop main pc from dialing

Hello all, I have a p4 desktop with dial up that works fine. I got a laptop and hooked it up with a switch to share the dun connection, if the desktop is not connected and I turn on the laptop it invokes the modem to connect to the net. If I connect the modem on the laptop it does not try to dial out. I have run every spyware program I could find thinking it was a hijack or something, the only thing any software found was cws.homepage. I don't know if this would cause this behavior. I really don't want the laptop calling up the net unless I want it to. Any suggestions would be appreciated.

Open internet explorer then go to Tools > Options.
Then click on the Connections tab.
Then click the Never Dial a Connection.
