Unable To Uninstall Trend Micro Antivirus

My Trend Micro PC-cillin Internet Security 14 icon in the systray says its "loading". It's been telling me that since yesterday. I can't open the main console of my virus program because of it and I can't uninstall the whole program either. My Trend Micro anti-virus subscription ended on June 4th and I purchased the Kaspersky antivirus/internet protection program but when I try to install it it tells me that it can't b/c I have another virus program installed. It tells me to delete it first but when I try it doesn't delete. I tried following instruction from Trends website but I can't access the anti-virus' "main console" and when I went to the "Internet Security 14" folder, opened the file "PCCTool.exe" file and tried to uninstall that way, I got an error message saying, "Unable to uninstall PC-cillin Internet Security because ncfg.exe not found. Please advise.

Have you tried reinstalling Trend Micro, then uninstall it?
