Dhcp And Dns Services Help Needed Please!

Hi to All,
I recently had a problem where I could not start my computer. Over a week or so I was able to get it running all except one problem area. Right now I am being forced to restart my DNS and DHCP services before accessing Internet Explorer 6.0, each time I use it. Sometimes I need to re-start DNS and DHCP 5-10 minutes after opening IE. I am running XP home edition with SP3. This started after the crash and a re-install of SP2 and BEFORE SP3 install. I recently tried "net start dhcp" and "ipconfig /registerdns" from the start & run command. This did not work. I might even need to re-start before I make this post. Does anyone have any suggestions?
