Emptying Windows "temp" Folder.

I am running Windows XP pro with Avast 4.8
After I click run - "temp" there are three files that cannot be deleted from the folder
1. Avast 4 folder containing notepad file called webshlock
2. Perflib_Perfdata_128
3. Perflib_Perfdara_1fc

Windows displays the following message
Error deleting File or Folder
Cannot delete (3 file names) It is being used by another person or program.
Close any programs that might be using the file and try again.
I have run CCleaner to no avail.
Any suggestions?

Try deleting the Files in Safe Mode.

Thank you Budapest,
I booted into safe mode as you suggested.
After run "temp" I selected all three files and hit delete on the keyboard.
All 3 disappeared but were replaced by (Perflib_Perfdata_244) which I could not delete.
I emptied the recycle bin and rebooted into normal mode.
All 3 items returned to the temp folder except that they are renamed as follows
_avast4_
Perflib_Perfdata_70
Perflib_Perfdata_140
I cannot delete any of these files nor can I rename them
