It's an XML file, made by msn for logging conversations.

File size is 1.5MB

Do you have MSN running at all on your system? if you do then its most likely that the file is in use and can't be deleted.

You may want to try using this file to try and delete the file. http://ccollomb.free.fr/unlocker/

Hi,
Before using Unlocker provided the link by nigglenush85, I would try deleteing that file in safe mode first.
Start in Safe Mode Using the F8 method:
  • Restart the computer.
  • As soon as the BIOS is loaded begin tapping the F8 key until the boot menu appears.
  • Use the arrow keys to select the Safe Mode menu item.
  • Press the Enter key.
Below is a tutorial on how to start windows in safe mode.
Safe mode
Navigate to that file and delete it.
If that still doesn't work then I would try unlocker, I used unlocker its great, it deletes the file/folder you want but after I uninstalled it, the file/folder comes back. So doing it in safe mode is the best option.
