When did this begin to happen? If you're using XP you may have a restore date that precedes the problem. If so, use it.

If not -

When you open IE what website do you see?

You may well have been hijacked.

Shut off system restore and then run these two scans and see what they find.

Panda Activescan (IE only)

Trend Micro antivirus and malware scan:

you are missing those buttons? what about Reset Web Settings button?

in IE:
Tools -> Internet Options -> Programs tab -> down at bottom of window will see a button to Reset Web Settings Click it make sure "Also reset my homepage" is checked then click Yes Click OK

If you use SpyBot-Search & Destroy TeaTimer click Allow Change when you're prompted.
If you aren't running SpyBot-Search & Destroy TeaTimer (or a program like it) i suggest you do. you can get SpyBot -Search & Destroy Here <- Click
