Internet-explorer = Run-time Error '70' Permission Denied

Hi experts,

I got this popup from internet explorer with a Visual Basic 6 popup icon saying "Run-time error '70' Permission Denied" thingy. I cant seem to be able to use my internet with a simple boot. After goin to bios..disable network card..then enable..i can use the network card but i wont be able to see it on my taskbar or my network connections folder. the same goes for the wireless. Can u guys help me out here ? Thanks in advance.
