Video Capture Parameters

I just bought recently an external video capture box called "VideoHome XTV 2.0". Since I am new to this hardware and its software, I would like to ask information what is the ideal or best file type, video size, frame rate, video quality and video bit rate for capturing or recording tv programs? The default parameters of the VideoHome 2.0 for capturing/recording are the following: File type = MPEG-2, Video size = 640 x 480, Frame rate = 25, Video Quality = 0 (fastest), Video bit rate = 3500 kps. Is the default okay or there are better parameters? Please, I need your technical advice.
