Opening Web Pages In New Window Or Same Window

I know there is the option to change whether Internet explorer opens web pages in a new window or the same window but I don't remember where it is. A little help anyone.
I am using IE7 Windows XP Professional SP2 I have tabs turned off

Click TOOLS, Internet Options, under the General tab click settings in the Change How Web Pages are Displayed box.
