Endless Reboot

I've been attempting to fix my brother's computer that pick up some malware/viruses. It seems that after rebooting the computer will not go futher than the user screen. When I attempted to go into safe mode the same thing happens. I also cannot go back to an earlier point in time/date either. Does anyone have any suggestions as to what I might try I would greatly appreciate it.
