Laptop Locks Up.

My lap top will lock up while I'm surfing the web. Sometimes it will not shutdown unless I press and hold the pwr button. When I type, the characters stutter. There seems to be something running in the background that appears to slow everything down. Playing a cd in the d: is not normal and I have to go to "my computer" >d: to get it to play.
