Downloading Microsoft Framework 2

hello there, i have been trying to download microsoft framework 2 but, i keep getting an error message saying -" error 25007. error occurred while initializing fusion." I havent got a clue what to do so any help/advice would be greatly appreciated. thankyou.

just a quick update. the full error message i receive is " error 25007, error occurred while initialising fusion.setup could not load fusion with loadlibraryshim0.error:ox8o1317o2". Thankyou for any help in advance.
