Registry And Local Security Policies Blocked By Malware

I apparently have some remnants of a previous infection.
I cannot modify my registry with regedit (haven't tried any other tool yet) and I wanted to add additional user access to my network and found out that I cannot modify that either.
As for the Registry, I tried to modify the permissions (I'm admin) for specific keys, but it wouldn't allow me doing that. I added an additional key to set DisableRegistryTools to 0, no effect. Actually the key is there but doesn't unblock the saving.
I did some sweeps with Superantispyware, Ad-Aware, Malware, all no results. So now where to go, anyone an idea?

I'm running WIN XP Pro SP2, avast, superantispyware
