I Cannot Run Any Programs

shortly ago i logged onto my computer immediately i had alot of popups coming from trend micro pc cillin saying that a new program had been downloaded and installed and that changes to my sysem had occured. I immediatley tried to open pc cillin to do a scan but when i try to open any programs. it says windows cannot open the specified path because access is denied. I also cannot get into control panel user accounts and cannot open my computer in safe mode. I am unsure what to do and i tried to run trend micro housecall but it wouldn't work.

ANy help would be appreciated

i got it to open in safe mode, but it would not let me scan with pc cillin additionally i did a system restore and it didn't help

Can you boot into safe mode with networking
Try to run an online scan.
