Hello I just purchased a Sony DVR (DCR-HC28). I put the videos from the camcorder on to my pc but am unable to put them onto a dvd. I tried using Windows movie maker, but it only gives me options for cds. What is the best free software to assist with making dvds. Or how do I do it with windows? Thanks!

I don't know about free. I use Nero 6 Ultra, I've also used Arcsoft Showbiz, it came bundled with a burner.
Sonic worked. MGI Videowave 4 worked. All these came bundled with hardware.

Are the DVD's from the DVR, MPEG-2?

I heard a program called Jahshaka was a good free video editor. I tried it on both my windows machine, and Mac, and couldn't install it.
So I can't recommend it. Maybe you'll have better luck

It seems we really need a good free open source video editor.

Honestly I don't know. It's the defaulted setting on the camcorder. I then transfered that to my pc using windows movie maker.

Go to where you have the file saved.
If you have Windows set, to show file extensions, there should be a period (.), followed by 3 letters/numbers, after the name of the file.
That's the file extension/file type.
Something like this:

My Movie.mov
My Movie.mp4

If you don't see the file extension, right-click the file and select Properties.
Under the General tab, the first entry will be the name of the file, with the extension.

Once I know the file type, I can probably find you some tutorials on how to do your conversions.
